Hallo !
Viel Erfolg !

This may be too late for you, but I have found a way to get the Belkin Home Base to work with Windows 8.1, and it's really pretty simple. I cannot take credit for the fix -- I found it buried in reviews on an old product page over on Amazon, posted by a user named "Joes" -- but I can verify that it works great.
The problem appears to be with a Device driver called SXUPTP, which is installed by the Belkin Control Center and doesn't work with Windows 8.1 (you can verify this by looking in Device Manager after installing the Belkin Control Center). *However*, the company that actually created the driver is Silex. They create USB network hubs, so it's possible they were the vendor that Belkin used in creating the Home Base in the first place. Anyway, Silex *does* have updated drivers that work under Windows 8/8.1.
Here's what you do:
1) Install the Belkin Control Center, and reboot when prompted.
2) Once you return to Windows, it'll eventually throw up an error saying something to the effect that an application failed to run.
3) Check your system tray, and you'll probably see that the Belkin Control Center disappears when you mouse over it. If not, go ahead and right-click the icon and select "Exit Control Center".
4) Download the current version of the SX Virtual Link software (sx-virtual_link_win_s-33a3140.zip at time of this writing) from Silex. NOTE: You will *not* install all of the software, but simply install the driver that comes packaged with it.
5) Unzip the software from Silex.
6) In Windows Explorer, find the folder you just extracted to, and navigate to the s-33a3140\Files\Bin\Sxcsapi\WinVistaX64 folder (or WinVistaX32 if you're on 32 bit, I suppose).
7) Right-click the Sxuptp.inf file, and select "Install"
8) You should get a message that installation was successful. At that point, click "OK" and then re-launch Belkin Control Center.
Everything should now work!
